Contractors are responsible for the removal of any construction material that they remove from your home, including fencing material. Homeowners doing their own work should call our refuse collection company Interstate Waste Services at 201-768-5407 to find out what they will pick up and when and if there is an additional charge. Garage Sale Permits There is a fee of $10.00 for garage sale permits and they will be issued to any one address only four times during any calendar year. No such permit shall be issued for more than two consecutive days. Call Julia Martino the Building Department Technical Assistant at 201-767-3330 Ext. 213 or visit the building department for this permit or download these forms and others forms left hand column of this page. Replacing an appliance? Get a permit. It is required by law that a permit be taken out before a hot water heater or furnace is replaced . Many people complain about this and others try to avoid this, but there is a good reason for this requirement. After installation/replacement, an inspector will be sent to see if it has been properly installed. It seems like it’s easy, but there are several items in the installation phase that could cause injury, fire or death (carbon monoxide poisoning) if not properly installed. Operating these appliances without obtaining a permit and being properly inspected will result in a $250.00 fine. Building a Deck? If you are building a deck, building code requirements can be found on the left hand column of this page. Selling Your Home? The law requires a Certificate of Continued Occupancy if you are selling your home, issued by the Building Department twenty days before your closing. The mission of this office is to prevent fires by conducting thorough annual fire inspections mandated under the N.J. Uniform Fire Code. The department conducts fire prevention lectures and has fire prevention information for the residents of Northvale. All Inspectors are required to undergo strict educational and certification process, as mandated by the State of New Jersey, to be employed in the Fire Prevention Bureau. Charles Thomas supervises the department’s Fire Inspectors who inspect all Business, Schools and Places of Assemblies in Northvale for fire code compliance. The Fire Prevention Bureau inspects all homes for sale to ensure smoke detectors, and carbon monoxide alarms. Richard Hess – Fire Inspector Direct Line (201) 767-3330 Smoke Dectors And Preparation Save Lives Working smoke detectors are your first line of defense in the event of a fire in your home. Having time to escape your home, in the event of a fire, is crucial for the survival of your family. Your chance of survival doubles with a working smoke detector installed within 10ft of all bedroom doors and at least each level of your home. Smoke detectors should be checked regularly and batteries change as necessary. It is a good practice to change the batteries at least twice a year when you change your clocks. Fire Hazards Most fires can be prevented because they are accidental in nature. In general all fires require three " ingredients" to start, theses ingredients are in your home. They are a fuel (something that can bum), ignition, (something that gets hot) and air. Put them together and you have a fire that may be small, but all big fires start small. Here are some basic fire safety rules to help eliminate fire hazards around your house. Keep combustibles away from the boiler, furnace or hot water heaters. Use caution when using electric or fuel heating units… where unit is placed, near storage or combustibles. Have your fireplace cleaned annually and keep newspapers/combustibles away from front, use a screen. •Regularly check your stovepipe on a wood-burning stove. Store gasoline in an approved container and in a safe location away from heat sources. Check all electrical outlets ensure there are no overloaded circuits or over use of electrical extension cords. Do not run electrical extension cords under any rug. Ensure clothes iron and hair dryer is unplugged when not in use. Clean clothes dryer lint collector and vent regularly. Use candles with caution and never leave unattended. Keep matches and lighters away from children. . Clean oven and remove any grease. Use smoking materials with caution; do not smoke in bed and dispose of smoking materials in a non-combustile container. Do not empty in ordinary trash container. Store propane outside structure. Smoke Detector / Carbon Monoxide Detector and Fire Extingusher Inspection Required Residents planning to sell homes are required to apply for and receive a Certificate of Compliance from the Building Department, this includes a certificate of Smoke Detector and Carbon Monoxide Certificate; This requirement is also required for any rentals. The minimum requirement is one ten year sealed, battery- operated smoke detector required to be installed on each level and outside bedrooms. Also, a carbon monoxide alarm is to be installed within 10ft of all bedroom doors. For rentals, a portable fire extinguisher shall be installed within 10ft of the kitchen. It must be hung no higher than 5ft off the floor. The extinguisher shall be rated at ABC and not less than 2.5 lbs. or greater than 10lbs. Please apply and schedule an inspection in ample time before your scheduled closing as to avoid any possible delay. McGuire 2023-Present Memoirs of Northvale VFW Members Eagle Project by Seamus Ward For my eagle project, members of the Northvale VFW were interviewed about their service in foreign wars. These interviews were put into PDF documents and are here on this web page. This web page was designed with the intention of increasing awareness regarding the service of these brave Americans. I encourage anyone and everyone to read and become aware of what these men and women have done for our country. Thousands of American men and women have served in the military in foreign wars. To aid their adjustment after returning from these wars, the VFW was established. Although recent and current wars are present in our thoughts, many years have passed since WWI, WWII, Korea and Vietnam. As a result many veterans have grown old, died, and some may even have been forgotten. I have learned from a member from the Northvale VFW post 162, that many veterans die with people knowing very little or nothing of their Service in the Military. I would like to change this unfortunate occurrence. These soldiers fought for our right to be free. I want to ensure they are remembered and honored. Below are PDF files containing interviews of the Veterans. Brady, Don Cambareri, Vincent Connoly, Leonard R. Di Blasio, Salvatore Doran, Cecil England, Brian Grassi, Joseph Griepenburg, George W. • Reassessment Presentation | Northvale Borough

Reassessment Presentation WHY IS THE BOROUGH CONDUCTING A REASSESSMENT? Northvale, along with 18 other municipalities, has been mandated to conduct a reassessment by the Bergen County Board of Taxation. The last full assessment of properties in the Borough occurred in 2005. The assessment is taking place throughout 2025 by Appraisal Systems. It has been determined that the current assessments in the municipality are no longer uniform and representative of 100% of their true market value. The purpose of a reassessment is to fairly distribute the necessary tax burden among all property owners based upon the true value of their property. This is the law. WILL THIS INCREASE MY TAXES? Not necessarily. The effect of the reassessment on your tax bill may vary and there are a number of reasons why it is impossible to predict the impact on any individual property owner’s tax bill. The reassessment will not increase the total amount of revenue to be raised by taxation. The amount of property taxes is based on the cost of operating the school district, county government and municipal government. The reassessment will change the aggregate value of property in town, however because the same amount of overall tax is to be collected, the tax rate will change. Until the reassessment is complete and the tax rate computed, it will be impossible to determine your property tax bill. THE LAW New Jersey’s real property tax is ad valorem or a tax “according to the value.” The State Constitution requires real property to be assessed at “the same standard of value.” New Jersey Statutes at N.J.S.A. 54:4-23 establish the standard to be the “full and fair value” or “true value.” True value represents the fair market value of the property or the price for which it would sell in an arms-length transaction between a willing buyer and a willing seller. HOW ARE VALUES ESTABLISHED? All of the information that is believed to have some bearing on the value of a home will be collected, reviewed and analyzed in order to make a proper determination of the full and fair value of each property. Additionally, real estate market value trends are analyzed by conducting a sales study. This includes an examination of all sales which took place within three years of the date of reassessment, a delineation of neighborhoods, and an analysis of any land sales which may have taken place during that period. Commercial properties are examined in terms of their income-producing potential. As a result of this extensive research, the value of a given piece of property can be determined, and market value established. WHY A FIELD VISIT OF PROPERTIES? The sole purpose of the field visit is to record information relative to the structure which will affect its value. Property evaluators, working for Appraisal Systems, gather necessary data about the interior and exterior of each property. Property evaluators will not be determining the final assessment of the property. He/She is simply gathering data to be used by the appraiser at a later date. It’s important to point out that the valuation of your home will be based on the total living area in terms of square footage rather than by a room count, although the inspector will list the total number of rooms for descriptive purposes only. Aside from the living area, other features which will affect the valuation of your home include: remodeled bathrooms and kitchens, finished basements, central air conditioning, decks and patios, pools, garages and overall condition of the home. The physical condition of the structure is noted to establish depreciation factors for age, use, etc. Topographical features of the land are also noted as they affect value. If unable to gain entrance at the time of the first visit, the field representative will leave a card suggesting a time for a return visit and a phone number to enable you to schedule the next visit at a mutually convenient time. If at the time of the second visit an interior inspection is again not possible, a considered estimate of the interior structure of the premises will be made by the inspector. This information will be recorded on a card and left for the homeowner. If the estimate is incorrect, the property owner may call the phone number on the card to arrange for an interior evaluation of the property at a mutually convenient date and time. Appraisal Systems must develop accurate records based on actual field visits and not existing documents. WHAT CAN I EXPECT DURING A VISIT BY THE FIELD INSPECTOR? For starters, when the inspector arrives at your door be sure to ask to see proper identification before allowing admittance to your home. If you have any doubts about the person's identity, refuse entry and call the Police Department for verification. Appraisal Systems will not enter your property unless the owner or an adult representative of the owner is present. CAN I REFUSE ENTRY TO THE FIELD INSPECTOR? Yes, you may refuse entry to your home, but is in your best interest to see that as much information as possible is gathered to help insure an accurate assessment. If an appraiser cannot inspect the inside of a building, it's possible an inaccurate assessment may result. The law provides that a property can be assessed at the highest reasonable value if the field inspector is denied entry. The revaluation program should not be seen as an adversarial situation. Property owners have a vested interest in the outcome of the project and their cooperation is vital to achieve an equitable revaluation. If one person's property is under-assessed, all the other property owners in the municipality will pay higher taxes to make up for the discrepancy. Conversely, if property owners deny access to the field inspector they could wind up being over-assessed and pay more than their fair share of taxes. Beginning with only a handful of members and a 1951 Cadillac, the NVAC made a commitment to serve their community and those nearby, faithfully and professionally. This continues today—the Corps responded to over 500 emergency calls in 2007 in Northvale, Rockleigh and surrounding communities in the Northern Valley—using two ambulances and still with small crews. The success of the Northvale Volunteer Ambulance Corps is based on the hard work and dedication of its members, past and present. Yet, for this success to endure, new members are needed to help continue performing basic life skills to the people in our area when injury or illness occurs. If you would like to join, please contact us at 201-768-6040 or stop by the Ambulance Building located at 196 Firenze Street, any day between 7 PM and 8 PM.
